A Tailings Storage Facility (TSF) is an engineered structure that contains tailings (residue following extraction of valuable material from metal ore processing) and manages associated water. It comprises the confining embankments (commonly referred to as tailings dams) and associated works.
Tailings can be managed through dewatering in a number of forms, broadly classified as conventional (unthickened) slurry (typically for gold tailings less than ∼45% solids), thickened slurry (∼45 to ∼55% solids), paste (∼70 to ∼75% solids), and filter cake (>∼75% solids). These forms are essentially four stages of progressive dewatering.
Past Failures Failures of tailings storage facilities have been the subject of considerable negative publicity in recent years. The International Commission on Large Dams (ICOLD) summarized many of these events in a joint publication with United Nations Environment Programme (ICOLD, 2001).
Pore pressure monitoring in the tailings storage dam can guide and enable early intervention to prevent or delay dam failure. Remote monitoring linked to artificial intelligence and robotics can turn pumps on and open drains to remove water, the main cause of failure risk.
To manage a tailings facility, separate the storage area from storm water runoff. Tailings facilities are typically of-stream storage areas, and it is preferred to keep them separate from storm water runoff. As with water storage dams, rainfall and runoff estimates should be completed as part of the water balance and minimum decant storage required.
The design of tailings facilities must consider several hydrological factors. These include tailings storage capacity, which can be influenced by staged construction, uncertainty in tailings volume, and ultimate as-placed density. Minimum decant pond storage capacity is also crucial.
